ba481286ad Added Merge Levels (Do Not group Vector Levels) and Merge Levels (Group Vector Levels) commands. Did not add them to the default menubar. 
Added dialog box when merging vector levels via `Merge Levels` command--asks user "Group strokes by vector levels?".

576b2de9bb Added 'Merge Levels Without Groups' Command 
- Modified mergecolumns to accept an argument allowing/preventing the creation of groups when merging vector levels.
- Added 'Merge Levels Without Groups' command and added it to the default menubar template.
