L1Q aeec1ad4ad Fix cropping and panning at the same time 
Hopefully increase performance
- not updating backgroundBrush when panning
- move backgroundBrush instead
- draw backgroundBrush ony in ImageRectangle
- clear only when ImageRectangle does not cover whole screen
