aeec1ad4ad Fix cropping and panning at the same time 
Hopefully increase performance
- not updating backgroundBrush when panning
- move backgroundBrush instead
- draw backgroundBrush ony in ImageRectangle
- clear only when ImageRectangle does not cover whole screen

3841eacd2a Fix error when pressing F1 during image editing 
The proper condition should've been
    if(form.IsAnnotationMode && !form.IsEditorMode)
but I guess checking for null is more robust here
